About the Author

Philip E. Salmeri, CPCM, has more than 20 years of practical experience as a contracting officer for the U.S. Air Force, including roles as civil service contract negotiator for the Trident class submarine at SUPSHIP in Groton, CT, and contracting officer and branch head for the R&D center at NSWC in Dahlgren, VA. Since his retirement from the Air Force in 1995, he has taught acquisition seminars. He is a Fellow of the National Contract Management Association.
